A broad coalition of motorized groups, including the Off-Road Business Association, United Snowmobile Alliance, United Four Wheel Drive Associations and One Voice applaud today’s decision by the Federal Highways Administration to provide waivers for Buy American/Built American requirements for a wide range of small projects.
Response To Coalition of Recreation Groups
This determination was made in response to several requests for the issuance of waivers as part of administration of the Recreational Trails Program (RTP) by the coalition of motorized groups.

The necessity for waivers greatly increased after Buy American requirements were expanded under the Federal Infrastructure and Jobs Act of 2021.
Critical Funding for Trails
RTP funding has historically funded critical recreational infrastructure such as winter trail grooming equipment, skid-steers, mini excavators, providing resources to volunteers and youth corps members for resources that are critical to partners maintaining all forms of recreational opportunities throughout the country.
Major Win for Recreation
“This is a big win for all forms of recreation as the RTP program benefits all forms of recreational users. Recreational opportunities supported through RTP provides critical economic support for local communities and these contributions would have been put at risk if the funding could not be used for on the ground projects.” Fred Wiley, ORBA President and CEO.
“The decision is a major victory for the those who love the outdoors and volunteers who maintain trail systems. This will dramatically improve the outdoor experience for families across the nation.” Jeff Miller, Chair of United Snowmobile Alliance (USA).
“With the issuance of these waivers, partners will now be able to obtain the equipment they need rather than what was allowed to be purchased and these funds will be allowed to quickly be used for these projects.” Scott Jones, Vice Chair USA
